Centralized Enabling Agencies

Centralized enabling agencies are established by governments to create conditions that facilitate governance dialogue through the marshalling and distribution of resources, training of public servants and citizen education. They encourage communication and cooperation. There is often an emphasis on developing approaches that encourage flexibility, inclusivity, accountability, transparency and responsiveness.

In some instances, specific tools are developed to enable these processes: e.g., training modules, strategic plans, tool kits, engagement plan and service level agreement templates, and engagement assessment tools. These kinds of approaches have been particularly pursued in the province of Alberta.
